Rate the directory quality factors

Directory owners, i want to know your all views about judging directory’s quality before submitting to one. I have added a few polls, so please try to vote for the best answers and share your views by commenting if you think i missed out something as a factor which you check for judging quality of a directory.
I firstly check the directory owner’s name and his experience in the directory world, or how good he has been in the directory world. A new directory owner would not receive good number of submissions in the start, as most of them are not believed by the submitters. As every new directory owner is not promising.

Nice Chetan. Generally content and design are a good reflection of a directories quality. Content includes listing spam free sites and other editorial strengths. Design often shows a directory is professional and wants a unique look. Its cost me around $50 to release my latest free template which is amazing, so buying a template doesn’t always break the bank.

Chetan, you may want to clarify the scale of 1-5, is 1 the strongest, or the least? I assume 5 means the most/strongest, but it’s not 100% clear.
