Looks Like phpLD - Phpld template for 3.2.0 Version
This is a new phpld template that is designed and sponsored by Voisd Webmaster Directory. According to the download site -
This version of the template currently only runs with version 3.2.0 of the phpLD script however if there is enough demand or requests for this template to be modified for one of the other versions of the phpLD script it will be considered. Developed under the approval of David DuVal, (owner and creator of the popular phpLD script) this free directory templates includes editable guidelines tpl, vertical category listings (on inner pages) and much, much more!
